An announcement issued by ORBA president Geoffrey Stephens Nov. 13 states Caplan will start his new role Dec. 4.

"A familiar name in our industry, David brings his extensive knowledge of our infrastructure sector and strategic leadership experience to ORBA," Stephens said in a statement.

"He led the development of Renew Ontario, a $30 billion investment plan and began Ontario's infrastructure renaissance. He introduced new finance delivery models (Alternative Financing and Procurement) into Ontario and created Infrastructure Ontario."

Caplan left political life in 2011 to work for one of Canada's largest independent public relations firms.

He has received numerous awards over the years including the Daniel Burnham Award for a Comprehensive Plan from the American Planning Association, an Excellence in Planning Award from the Ontario Professional Planners Institute and the Award for Planning Excellence from the Canadian Institute of Planners, the release highlights.

The Daily Commercial News will have more on Caplan's appointment in an upcoming article.
